新一屆立法會衛生事務委員會首次會議召開

多項醫療政策議題列入年度討論議程


新一屆立法會衞生事務委員會今日召開首次會議,正式展開2026年會期的工作。會議主要處理委員會的組織事宜,包括選舉主席及副主席、訂定全年會議日期,以及初步商議本年度及下次會議的討論事項,為未來一年醫療政策監督及討論奠定方向。


主席及副主席順利產生

本屆衞生事務委員會共有17名委員。在是次會議中,主席及副主席的選舉均在只有一名候選人的情況下進行,最終順利產生。林哲玄議員獲選為委員會主席,陳永光議員則出任副主席。兩人將負責統籌及協調委員會全年與政府當局之間的政策討論議程,在醫療政策範疇發揮重要的把關及溝通角色。


2026年會期會議日期初步確定

委員會同時初步訂定2026年會期的會議安排。會議暫定於每個月第二個星期五早上10時45分舉行,以配合立法會整體議程安排。惟因三月份會議時間與其他立法會會議撞期,當月會議將特別改為於3月20日早上8時30分進行。


多名議員提交年度討論議題建議

在本次會議中,共有10名議員提交建議,提出本年度希望委員會重點跟進和討論的醫療及衞生政策議題。當中,醫院管理局最新收費制度的實際運作及影響,成為多名議員共同關注的核心議題之一,顯示公營醫療財政及服務可持續性仍是立法會的重要監察焦點。


此外,議員提出的建議涵蓋醫療體系不同層面及專科範疇,包括但不限於:


  • 婦女健康服務的長遠發展

  • 中醫藥政策及產業發展

  • 南沙醫療及創科協作

  • 香港中文大學醫院的財政及營運情況

  • 罕見疾病患者支援政策

  • 第二個《醫院發展十年計劃》推展進度

  • 社區藥房角色定位

  • 精神健康服務及政策

  • 智障人士牙科服務

  • 跨境醫療協作

  • 自願醫療保險制度

  • 家庭醫學及基層醫療發展

  • 地區康健中心的服務成效

  • 東九龍醫院項目

  • 公營動物醫院

  • 慢性疾病管理政策等


上述議題顯示,新一屆衞生事務委員會的政策視野涵蓋公營與私營醫療、基層與專科服務、創科發展以及不同病人群組需要,預料未來會期內的政策討論將相當廣泛。


下次會議重點聚焦中醫藥及醫生註冊制度

至於下次會議,委員會初步同意將討論中醫藥發展及改革香港醫務委員會及建議修訂醫生註冊條例。相關議題牽涉醫療專業發展、制度改革及人力規劃,預期將引起業界高度關注。


The New Term of the LegCo Panel on Health Services Convenes Its First Meeting

Multiple Healthcare Policy Items Placed on the Annual Agenda


The first meeting of the new term of the Legislative Council (LegCo) Panel on Health Services was held today, officially launching the work of the 2026 session. The meeting mainly dealt with organizational matters for the Panel, including the election of the Chair and Deputy Chair, setting the meeting dates for the year, and an initial discussion of items for this session and for the next meeting—laying the groundwork for policy scrutiny and discussion on healthcare in the coming year.


Chair and Deputy Chair Elected

The Panel on Health Services comprises 17 members this term. At this meeting, both the Chair and Deputy Chair were elected unopposed. Legislator Lam Zhexuan (林哲玄) was elected Chair, and Legislator Chan Wing‑kwong (陳永光) was elected Deputy Chair. The two will coordinate the Panel’s policy discussion agenda with the Administration throughout the year, playing key gatekeeping and liaison roles in the healthcare policy arena.


2026 Session Meeting Dates Tentatively Set

The Panel tentatively set its meeting schedule for the 2026 session: meetings will be held at 10:45 a.m. on the second Friday of each month to align with the overall LegCo schedule. Due to a clash in March with other LegCo meetings, the March meeting will be rescheduled to March 20 at 8:30 a.m.


Multiple Members Submit Proposed Items for the Annual Agenda

At this meeting, 10 members submitted proposals on healthcare and public health policy topics they hope the Panel will prioritize this year. Among these, the practical operation and impact of the Hospital Authority’s latest fee regime emerged as a core issue of common concern, underscoring that the fiscal sustainability and service viability of public healthcare remain a key focus of LegCo oversight.


In addition, members’ proposals spanned multiple tiers of the healthcare system and various specialties, including (but not limited to):


  • Long‑term development of women’s health services

  • Policy and industry development of Chinese medicine

  • Nansha healthcare and innovation & technology collaboration

  • Financial and operational situation of CUHK Medical Centre (CUHKMC)

  • Policies to support patients with rare diseases

  • Progress of the Second 10‑Year Hospital Development Plan

  • Role definition of community pharmacies

  • Mental health services and policy

  • Dental services for persons with intellectual disabilities

  • Cross‑border healthcare collaboration

  • Voluntary Health Insurance Scheme (VHIS)

  • Development of family medicine and primary healthcare

  • Service effectiveness of District Health Centres (DHCs)

  • East Kowloon Hospital project

  • Public veterinary hospital

  • Chronic disease management policies, etc.


These topics indicate that the new term of the Panel on Health Services is taking a broad policy view spanning public and private healthcare, primary and specialist services, innovation and technology development, and the needs of diverse patient groups. Policy discussions in the coming session are expected to be wide‑ranging.


Next Meeting to Focus on Chinese Medicine and the Medical Registration Regime

For the next meeting, the Panel has tentatively agreed to discuss the development of Chinese medicine and proposed amendments to the Reform of the Medical Council of Hong Kong and Medical Registration Ordinance. These matters relate to professional development, system reform, and workforce planning in healthcare and are expected to attract strong attention from the sector.
