During the Health Services Panel meeting on March 14, the government discussed policies related to traditional Chinese medicine. The plan aims to enhance regulations, scientific research, and talent training in the field, while emphasizing collaboration with Western medicine and other medical professions. Additionally, the blueprint for cooperation with the mainland and the international promotion of traditional Chinese medicine were discussed. 

Furthermore, the Faculty of Medicine at the University of Hong Kong plans to apply for HKD 1.04 billion in funding to build clinical training and student dormitory facilities, with a goal to complete the project within four years. While legislators generally supported the proposal, they raised concerns about local consultations, whether the University of Hong Kong would share part of the costs, and temporary arrangements during the construction period. The government authorities also provided updates on the HPV vaccine catch-up program during the meeting.

At the meeting, the government discussed policies related to traditional Chinese medicine (TCM), focusing on improving regulations, scientific research, and talent training. They emphasized the importance of collaboration with Western medicine and other medical professions. Additionally, the blueprint for cooperation with the Mainland and the international promotion of Chinese medicine was also addressed. Many legislators expressed concerns about the promotion of collaborative services between Chinese and Western medicine, increasing the number of Chinese medicine outpatient clinics, the role of Chinese medicine in primary healthcare, talent development, and the export of Chinese medicine products. The government stated that it would further study these suggestions and concerns.


The government's TCM policy is currently in the blueprint planning stage, with directions including enhancing regulation, scientific research, and talent training in Hong Kong, fostering collaboration with Western medicine and other medical professions, cooperating with the Mainland, and promoting TCM internationally. The following are the key points of concern raised by the members:

HKU Faculty of Medicine will apply for a grant of HK$1.04 billion to build clinical training and student dormitory facilities, which is scheduled to be completed within four years. This year it will be submitted to the Works Subcommittee and the Finance Committee for approval. Members generally supported the proposal, but were concerned about consultation with local people, whether HKU would share part of the expenses, and temporary arrangements during the construction period. At the end of the meeting, all members agreed to continue discussing the relevant issues in the Public Work Subcommittee.


政府當局在會上介紹了計劃。第一階段為在校中學生女生進行補種,第二階段到大專和大學校園為女生補種,第三階段針對已離校的青年女性,具體情況仍在規劃中。會上,只有陳永光議員和邵家輝議員關注補種安排的細節。葛佩帆議員在會前向事務委員會提出了一些查詢,當局將稍後回覆。


The government authorities presented the plan at the meeting. The first phase will provide booster shots for female students in secondary schools, the second phase will provide booster shots for female students in colleges and universities, and the third phase will target young women who have left school. The specific details are still being planned. At the meeting, only Hon Chan Wing-kwong and Hon Shiu Ka-fai were concerned about the details of the replanting arrangements. Hon Elizabeth Quat raised some queries to the panel before the meeting, to which the authorities will respond later.
